The National Highways Authority of India (NHAI) has signed a concession agreement with Dineshchandra R Agrawal Infracon Pvt. Ltd for the 121-km Guwahati Ring Road in Assam, the Road Transport Ministry said on 3 April 2025. The project will be built at a total cost of ₹5,729 crore on Build Operate Toll (BOT) mode with zero grant, with a 30-year concession period that includes four years of construction. The Assam government will bear 50% of land cost and exempt royalty on aggregates and the state share of GST, worth about ₹1,270 crore, taking the gross project cost to about ₹7,000 crore. The project has a 56-km four-lane access-controlled Northern Guwahati Bypass, widening of an 8-km NH 27 bypass to six lanes, improvement of a 58-km NH 27 bypass, and a 3-km bridge over the Brahmaputra. It is the first contract signed under the modified Model Concession Agreement for BOT projects.
