🧾 Budget & Public Finance

Annual Financial Statement, receipts and expenditure, types of deficit, FRBM, Consolidated/Contingency Fund, budget process, Finance Commission and key figures of Budget 2026-27.

📌 1. Budget: Meaning & History

  • The Constitution does not use the word "budget"; Article 112 calls it the "Annual Financial Statement".
  • First budget in India: James Wilson, 7 April 1860. First budget of independent India: R. K. Shanmukham Chetty, 26 November 1947.
  • Since 2017: budget on 1 February; the Railway Budget merged into the Union Budget (2017-18); the plan/non-plan distinction ended.
  • Record for presenting the most budgets: Morarji Desai (10).

📌 2. Receipts & Expenditure

CategoryRevenueCapital
ReceiptsTax + non-tax revenue (interest, dividends, fees) — create no liability, reduce no assetBorrowings, loan recoveries, disinvestment — create a liability or reduce an asset
ExpenditureSalaries, interest, subsidies, grants — create no assetRoads, buildings, machines, loans given — create assets
  • The largest single item of the Centre's spending: interest payments.
  • Disinvestment = selling government stakes in PSUs — a non-debt capital receipt.

📌 3. Types of Deficit

DeficitFormula
Revenue deficitRevenue expenditure − revenue receipts
Effective revenue deficitRevenue deficit − grants for creation of capital assets
Fiscal deficitTotal expenditure − (revenue receipts + non-debt capital receipts) = total borrowing
Primary deficitFiscal deficit − interest payments
  • FRBM Act 2003 (rules in force from 5 July 2004): fiscal discipline; the N. K. Singh Committee (2017) suggested making debt the main anchor.
  • Budget 2026-27 (1 February 2026): fiscal deficit 4.3% of GDP (RE 2025-26: 4.4%); capital expenditure (BE) ₹12.22 lakh crore; effective capex ₹17.15 lakh crore; total expenditure ₹53.47 lakh crore; debt-to-GDP 55.6%.
  • Target: Centre's debt-to-GDP ratio of 50 ± 1% by 2030-31.

📌 4. Government Funds & Budget Process

FundArticleFeature
Consolidated Fund of India266(1)All receipts go here; withdrawal only with Parliament's approval (appropriation)
Public Account266(2)PF, small savings etc.; executive can withdraw
Contingency Fund267Placed with the President; advances for unforeseen spending
  • Stages: presentation → general discussion → departmental committees → voting on demands for grants (Art. 113) → Appropriation Bill (Art. 114) → Finance Bill (tax proposals).
  • Vote on account (Art. 116): advance funds until the budget is passed; an interim budget in an election year.
  • Cut motions: policy cut (₹1), economy cut (a set amount), token cut (₹100). Guillotine: remaining demands passed without discussion.
  • Charged expenditure on the Consolidated Fund (salaries of President and judges, interest) is not voted on.
  • Finance Commission (Art. 280): every 5 years; the 16th Finance Commission (chair Arvind Panagariya) kept states' share at 41% for 2026-27 to 2030-31.
  • Zero-based budgeting: justify every item afresh; outcome budget since 2005; gender budget since 2005-06.
⚠️ Exam Traps:
  • Fiscal deficit = total borrowing; primary deficit = fiscal deficit − interest (not revenue deficit).
  • Disinvestment is a capital receipt, not a revenue receipt.
  • Contingency Fund is Art. 267; Consolidated Fund is Art. 266 — do not swap.
  • A loan given by the government is capital expenditure; its recovery is a capital receipt.
💡 Memory Tip: R-F-P: Revenue = revenue gap, Fiscal = total borrowing, Primary = borrowing − interest.
