On 17 February 2025 the Telecom Regulatory Authority of India released its 'Recommendations on the Terms and Conditions of Network Authorisations to be Granted Under the Telecommunications Act, 2023'. Section 3(1)(b) of the Act requires an authorisation for anyone intending to establish, operate, maintain or expand a telecommunication network. DoT sought TRAI's views in July 2024 and later asked it to also consider an authorisation for satellite communication networks; TRAI's consultation drew comments from 32 stakeholders.
