On 8 October 2025 NITI Aayog released the study 'AI for Inclusive Societal Development', developed with Deloitte as knowledge partner, on how AI and frontier technologies can transform the lives of India's 490 million informal workers. It says the informal sector contributes nearly half of India's GDP but AI will not transform it automatically, and proposes Mission Digital ShramSetu — a national mission using AI, blockchain, immersive learning and other frontier technologies to tackle financial insecurity, limited market access, lack of skilling and social protection. It warns that on the current trajectory informal workers' average annual income would stagnate at $6,000 by 2047, far below the $14,500 needed for high-income status. The roadmap was launched by Skill Development MoS (IC) Jayant Chaudhary with NITI Member Dr V. K. Paul, CEO B. V. R. Subrahmanyam and Distinguished Fellow Debjani Ghosh of the NITI Frontier Tech Hub.
