The National Centre for Disease Control (NCDC) developed them with the National Disaster Management Authority (NDMA) and technical support from WHO India. The first module covers preparedness, surveillance and response. The modules are meant for public health staff, healthcare workers, emergency responders and policymakers handling chemical incidents, and they support India's core capacities under the International Health Regulations (2005).
