On 14 October 2025 in New Delhi, the Ministry of Labour and Employment signed an MoU with Zomato in the presence of Union Minister Mansukh Mandaviya, to widen access to flexible, technology-enabled jobs through the National Career Service (NCS) platform. Under the new 'Aggregator' category, Zomato will list about 2.5 lakh flexible livelihood opportunities a year for delivery partners and gig workers. Mandaviya said the NCS portal, launched in 2015, has mobilised over 7.7 crore vacancies. Labour Secretary Vandana Gurnani noted that social security coverage rose from 19% in 2015 to 64.3% in 2025, reaching 94 crore citizens. In the past year the Ministry has signed MoUs with 14 organisations, including Amazon, Swiggy, Rapido and Zepto.
