DISHA 2.0: ₹255 crore scheme for technology-driven access to justice (2026-31)

The Law Ministry informed Parliament on 25 July 2026 that DISHA 2.0 (Designing Innovative Solutions for Holistic Access to Justice), a Central Sector Scheme with an outlay of ₹255 crore for 2026-31, is being implemented across India.

Summary

DISHA 2.0 uses technology to widen citizen-friendly legal services. It has four components: Tele-Law ('Reaching the Unreached' – free pre-litigation advice to all), the Nyaya Bandhu pro bono legal services programme, a Legal Literacy and Legal Awareness programme, and VIDHI (Vision for Integrated Delivery of Harmonized Legal Initiatives)-Sanjeevani. Tele-Law links people with panel lawyers through a mobile app, the toll-free number 14454 and video facilities at Common Service Centres; Nyaya Sahayaks work as community legal facilitators in Aspirational Blocks.
