The Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi on 19 March 2025 approved a six-lane access-controlled greenfield high-speed national highway from JNPA Port (Pagote) to Chowk (29.219 km) in Maharashtra, to be developed on Build, Operate and Transfer (BOT) (Toll) mode at a capital cost of ₹4,500.62 crore. The alignment starts at JNPA port on NH 348 at Pagote village and ends on the Mumbai–Pune Highway (NH-48), also linking the Mumbai–Pune Expressway and the Mumbai–Goa highway (NH-66). Two tunnels through the Sahyadri replace a ghat section for container trucks. Trucks now take 2-3 hours to get from JNPA to NH-48 through congested points such as Palaspe Phata, Kalamboli and Panvel, and demand is expected to grow with the Navi Mumbai International Airport.
