Environmental compensation for stubble burning doubled; CAQM orders states to enforce

On 7 November 2024, the Commission for Air Quality Management (CAQM) issued an order to the Chief Secretaries of Punjab, Haryana, Uttar Pradesh, Rajasthan and Delhi to impose revised Environmental Compensation (EC) for stubble burning, under the CAQM (Imposition, Collection and Utilization of Environmental Compensation for Stubble Burning) Amendment Rules, 2024, notified by the Ministry of Environment, Forest and Climate Change on 6 November 2024 (G.S.R. 690(E)). Per incident, EC is now ₹5,000 for farmers with under 2 acres (earlier ₹2,500), ₹10,000 for 2 to under 5 acres (earlier ₹5,000) and ₹30,000 for over 5 acres (earlier ₹15,000).
