CAQM defers fuel denial to end-of-life vehicles in Delhi to 1 November 2025

On 8 July 2025, at its 24th meeting, CAQM amended Direction No. 89 so that fuel denial to end-of-life vehicles applies in Delhi and five high-vehicle-density NCR districts from 1 November 2025 and in the rest of NCR from 1 April 2026.

Summary

The Commission for Air Quality Management in NCR and Adjoining Areas (CAQM), at its 24th meeting on 8 July 2025, decided to amend Statutory Direction No. 89 on denial of fuel and legal action against end-of-life (EoL) vehicles, after the Delhi Government flagged operational and infrastructural challenges in a letter of 3 July 2025, including gaps in the Automated Number Plate Recognition system. Enforcement will now begin simultaneously in the NCT of Delhi and five adjoining high-vehicle-density NCR districts from 1 November 2025, and in the rest of NCR from 1 April 2026. Direction No. 89 had been issued on 23 April 2025.
