Cabinet approves One Nation One Subscription: ~₹6,000 crore for nationwide access to research journals

On 25 November 2024 in New Delhi, the Union Cabinet approved One Nation One Subscription, a new Central Sector Scheme of about ₹6,000 crore for 2025–2027 giving government institutions access to international research journals.

Summary

On 25 November 2024, the Union Cabinet chaired by PM Narendra Modi approved One Nation One Subscription (ONOS), a new Central Sector Scheme to provide country-wide access to scholarly research articles and journals. About ₹6,000 crore has been allocated for three calendar years — 2025, 2026 and 2027. Thirty major international publishers are included, and nearly 13,000 of their e-journals will be accessible to more than 6,300 government Higher Education Institutions and central government R&D institutions, benefiting nearly 1.8 crore students, faculty and researchers. Access will be through a national subscription coordinated by INFLIBNET, an autonomous inter-university centre of the UGC, and a unified 'One Nation One Subscription' portal of the Department of Higher Education. The Anusandhan National Research Foundation (ANRF) will periodically review usage.
