He called JP the 'conscience keeper of Indian democracy', recalled his call for Sampoorna Kranti (Total Revolution) in the 1970s as a revolution of ideas rather than arms, his role in the Bhoodan Movement, and that JP declined high offices and placed Lok Shakti (people's power) above Rajya Shakti (state power). The Vice-President said he had been part of the Total Revolution Movement at 19 as District General Secretary in Coimbatore, and also acknowledged JP's wife Prabhavati Devi.
