PM Modi attends IBSA Leaders' Meeting in Johannesburg, proposes IBSA Digital Innovation Alliance

PM Narendra Modi took part in the India-Brazil-South Africa (IBSA) Leaders' Meeting in Johannesburg on 23 November 2025, hosted by South African President Cyril Ramaphosa and attended by Brazilian President Luiz Inácio Lula da Silva.

Summary

The PM noted the meeting coincided with the first G20 Summit on African soil and the end of four consecutive G20 presidencies by Global South countries, the last three by IBSA members. He said reform of global governance institutions, especially the UN Security Council, is 'now not an option, but an imperative', and called for no double standards on terrorism. He proposed an 'IBSA Digital Innovation Alliance' to share Digital Public Infrastructure such as UPI and CoWIN, and an IBSA Fund for Climate Resilient Agriculture. He noted that the IBSA Fund supports projects in forty countries and invited IBSA leaders to the AI Impact Summit in India next year.
