MoHUA issues Advisory No. 27 to repurpose Smart City SPVs and continue ICCCs
On 10 June 2025 in New Delhi, the Ministry of Housing and Urban Affairs issued Advisory No. 27 on repurposing the Smart City SPVs beyond the Smart Cities Mission.
Summary
The Ministry of Housing and Urban Affairs (MoHUA) issued Advisory No. 27 on 10 June 2025, setting out the future role of the Special Purpose Vehicles (SPVs) and a roadmap for the Integrated Command and Control Centres (ICCCs) created under the Smart Cities Mission, which was completed on 31 March 2025. The advisory asks SPVs first to complete ongoing projects and prepare operation and maintenance plans for assets, and then to repurpose their capacity for emerging urban challenges. As of March 2025, over 93% of the 8,000+ Mission projects were complete and nearly 99.44% of the ₹48,000 crore central outlay had been disbursed. The Mission, launched in 2015, set up SPVs in all 100 cities under the Companies Act, 2013, with 50:50 equity between the State/UT and the Urban Local Body.
