Mizoram declared India's first fully literate State

Mizoram Chief Minister Lalduhoma declared Mizoram a fully literate State at Aizawl on 20 May 2025, making it the first State in India to attain full literacy under ULLAS.

Mizoram was declared a fully literate State by Chief Minister Lalduhoma at a function at Mizoram University, Aizawl on 20 May 2025, in the presence of Union MoS for Education Jayant Chaudhary. The Ministry of Education said Mizoram becomes the first State in India to attain full literacy, defined as a literacy rate above 95%. Mizoram recorded 91.33% literacy in Census 2011, ranking third in India. Under ULLAS – Nav Bharat Saaksharta Karyakram, a door-to-door survey in August–September 2023 identified 3,026 non-literates, of whom 1,692 were engaged in learning. ULLAS is a centrally sponsored scheme for 2022–2027 aligned with NEP 2020, targeting adults aged 15 and above. The Union Territory of Ladakh had earlier declared full literacy as an administrative unit.
