Mines Ministry adds intermediate timelines and penalties to speed up operationalisation of auctioned mineral blocks
The Ministry of Mines amended the Mineral (Auction) Rules, 2015 to add intermediate timelines between the Letter of Intent and the mining lease, with penalties for delay and incentives for early production (PIB, 19 October 2025).
Summary
The Ministry of Mines has amended the Mineral (Auction) Rules, 2015 to set intermediate timelines for steps between issue of the Letter of Intent (LoI) and execution of the mining lease, PIB reported on 19 October 2025. Since auctions began in 2015, 585 major mineral blocks have been auctioned, including 34 critical mineral blocks auctioned by the Centre. For a mining lease, the milestones are mining plan approval (6 months), environment clearance (18 months) and lease execution (12 months), a total of 3 years without penalty; for a composite licence the total is 7 years. Each month of delay costs 1% of the bidder's bank guarantee, adjustable if the final deadline is met. Only 50% of auction premium is payable on mineral dispatched within 5 years of the LoI.
