Twenty-seven maritime MoUs with investment and development potential of over ₹66,000 crore were exchanged at a ceremony in Bhavnagar, Gujarat, on 19 September 2025, on the eve of the 'Samudra se Samriddhi' event, in the presence of Ports Minister Sarbananda Sonowal. The Ports Ministry's later release says the MoUs were signed on 18 September. They include a new port at Bahuda in Odisha with a capacity of 150 million tonnes per annum and expected investment of about ₹21,500 crore, and a ₹908 crore Water Metro project in Patna between IWAI and the Bihar government. Mazagon Dock Shipbuilders Limited also signed an MoU with Guidance Tamil Nadu on 19 September to explore a world-class greenfield shipyard on the eastern coast. The ministry said the MoUs would create about 1.5 lakh jobs.
