India and Japan adopted the 'Rule of Implementation' of the Joint Crediting Mechanism (JCM) on 8 June 2026 under Article 6.2 of the Paris Agreement of the UNFCCC, the Environment Ministry said. The two countries had signed a Memorandum of Cooperation on the JCM last year, setting up a framework for mitigation activities that cut or remove greenhouse gas emissions and help both countries meet their Nationally Determined Contributions (NDCs). The Rule of Implementation sets up a Joint Committee with representatives of both Governments, transparent project approval, third-party validation and verification, sustainable development safeguards and national registries to track the issuance and transfer of credits. Under the UNFCCC, Article 6.2 provides accounting and reporting guidance for Parties to use internationally transferred mitigation outcomes towards their NDCs.
