On 14 October 2025, the Commission for Air Quality Management (CAQM) Sub-Committee on the Graded Response Action Plan (GRAP) invoked all actions under Stage-I ('Poor' air quality) across the entire National Capital Region with immediate effect, after Delhi's daily average Air Quality Index reached 211, in the 'Poor' category (201–300), according to the Central Pollution Control Board bulletin. The 27-point Stage-I plan includes dust control at construction sites, a bar on C&D activity at unregistered project plots of 500 sq m or more, mechanised road sweeping and water sprinkling, enforcement of bans on open burning and firecrackers, action against visibly polluting vehicles, and a ban on coal or firewood in tandoors at hotels and eateries. Citizens can report polluting activity on the 311, Green Delhi and SAMEER apps.
