The Ministry of Panchayati Raj on 9 April 2025 released the first-ever Panchayat Advancement Index (PAI) baseline report for FY 2022-23, measuring Gram Panchayats' progress on nine themes of Localised Sustainable Development Goals (LSDGs). The composite index uses 435 local indicators (331 mandatory and 104 optional) with 566 data points, aligned with MoSPI's National Indicator Framework. Of 2,55,699 Gram Panchayats, 2,16,285 submitted validated data: 699 (0.3%) were Front Runners, 77,298 (35.8%) Performers and 1,32,392 (61.2%) Aspirants. Gujarat had the most Front Runners (346), followed by Telangana (270). States with many Performers included Gujarat (13,781), Maharashtra (12,242) and Telangana (10,099).
