ECI: BLOs to collect documents at home from SIR notice recipients; committee with IIT/IIIT expert to review ECINET
At its meeting on 26 September 2026 the Election Commission decided that BLOs will visit the homes of persons issued notices during the ongoing SIR to collect documents, and set up a committee to review the ECINET system.
Summary
Persons issued notices during the Special Intensive Revision (SIR) for being unmapped or for logical discrepancies need not attend hearings at ERO/AERO offices; BLOs will collect their documents at home and upload them on ECINET for the ERO's decision. Hearings will be held only in exceptional cases, preferably online, and any adult family member can be authorised to attend. DEOs will set up help desks and special camps for people in night shelters, labourers, the poor and the homeless. The Commission noted that the Supreme Court has upheld the declaration attached to Form 6 for SIR; outside SIR, forms under the Registration of Electors Rules, 1960 apply. A committee headed by a Senior Deputy Election Commissioner, with an independent expert from an IIT/IIIT, will check that ECINET complies with the Acts and Rules.
