Chief Election Commissioner Gyanesh Kumar inaugurated a two-day capacity-building programme for 402 frontline election functionaries from Jharkhand — District Election Officers, Electoral Registration Officers, Booth Level Officers and BLO Supervisors — at the India International Institute of Democracy and Election Management (IIIDEM), New Delhi on 19 May 2025. The participants are being familiarised with first and second appeals against final electoral rolls under Sections 24(a) and 24(b) of the Representation of the People Act, 1950, which lie with the DM/District Collector/Executive Magistrate and the State/UT Chief Electoral Officer respectively. ECI said no appeals were filed from Jharkhand after the Special Summary Revision of January 2025 and that it has trained over 3,000 such functionaries at IIIDEM in three months.
