The Election Commission of India (ECI) said on 28 June 2025 that the Special Intensive Revision (SIR) of electoral rolls had already started in Bihar to verify the eligibility of each elector. The ECI cited Article 326, under which only Indian citizens above 18 years who are ordinarily resident in the constituency are eligible to be electors. The ECI has 77,895 Booth Level Officers (BLOs) and is appointing about 20,603 more. Parties have appointed 1,54,977 Booth Level Agents. Enumeration forms are being distributed door to door to all 7,89,69,844 electors in all 243 Assembly constituencies. SMSs are being sent to 5,74,07,022 registered mobile numbers.
