The officers comprise 320 from the IAS, 60 from the IPS and 90 from the IRS/IRAS/ICAS and other services. The bye-elections are in Budgam and Nagrota (Jammu and Kashmir), Anta (Rajasthan), Ghatsila (Jharkhand), Jubilee Hills (Telangana), Tarn Taran (Punjab), Dampa (Mizoram) and Nuapada (Odisha). The ECI deploys observers under its plenary powers in Article 324 of the Constitution and Section 20B of the Representation of the People Act, 1951.
