The Department of Telecommunications (DoT) on 2 April 2026 signed an agreement for adoption of SAMPANN, its digital pension and financial management platform, by the State Government of Goa and the Cochin Port Authority as a 'platform-as-a-service'. SAMPANN (System for Accounting and Management of Pension) is a cloud-based, end-to-end pension management system managed by the Office of the Controller General of Communication Accounts (CGCA) and covers the pension lifecycle from case initiation to disbursement and accounting. It was dedicated to the nation by the Prime Minister on 29 December 2018. Communications Minister Jyotiraditya Scindia said DoT was taking the concept of service at the door to other institutions.
