Union Rural Development Minister Shivraj Singh Chouhan launched the Operational Guidelines for the Digital India Land Records Modernisation Programme (DILRMP) 3.0 at Krishi Bhawan on 10 September 2026. DILRMP 3.0 is a Central Sector Scheme with an outlay of ₹565.50 crore for 2026–2031 to build an integrated, GIS-based 'Land Stack' linking cadastral maps, records of rights, registrations and court matters. Every land parcel will get a 14-digit Bhu-Aadhaar (ULPIN), 75 high-footfall Sub-Registrar Offices will become 'Registration Seva Kendras' modelled on Passport Seva Kendras, and the NAKSHA urban land mapping pilot will be accelerated. The scheme has 100% central funding under a phased, performance-linked mechanism. Earlier phases digitised 99.90% of Records of Rights and 97% of cadastral maps.
