The Government of India, the Government of Nagaland and the Eastern Nagaland Peoples' Organisation (ENPO) signed an agreement in New Delhi on 5 February 2026 in the presence of Union Home Minister Amit Shah and Nagaland Chief Minister Neiphiu Rio. ENPO is the apex body of eight recognised Naga tribes of the six eastern districts. The agreement paves the way for a Frontier Nagaland Territorial Authority (FNTA) for Tuensang, Mon, Kiphire, Longleng, Noklak and Shamator, with powers devolved on 46 subjects. It provides for a mini-secretariat headed by an Additional Chief Secretary or Principal Secretary and for sharing the development outlay in proportion to population and area. The MHA will bear the initial establishment cost, and a fixed amount will be set each year. The agreement does not affect Article 371A of the Constitution, which contains special provisions for Nagaland. Shah said it was the 12th major agreement in the North East since 2019.
