CCS decisions after Pahalgam attack: Indus Waters Treaty held in abeyance, ICP Attari closed

The Cabinet Committee on Security, chaired by the Prime Minister on 23 April 2025, decided to hold the Indus Waters Treaty of 1960 in abeyance, close the Integrated Check Post Attari, cancel SVES visas for Pakistani nationals, declare Pakistan's defence advisers persona non grata and cut High Commission strength to 30, Foreign Secretary Vikram Misri announced.

Summary

The Cabinet Committee on Security (CCS) met on 23 April 2025 under the chairmanship of Prime Minister Narendra Modi at 7, Lok Kalyan Marg, and was briefed on the terrorist attack of 22 April 2025 in Pahalgam, in which 25 Indians and one Nepali citizen were killed. Foreign Secretary Vikram Misri announced the measures decided by the CCS: (i) the Indus Waters Treaty of 1960 will be held in abeyance with immediate effect, until Pakistan credibly and irrevocably abjures its support for cross-border terrorism; (ii) the Integrated Check Post Attari will be closed with immediate effect, and those who crossed over with valid endorsements may return through that route before 01 May 2025; (iii) Pakistani nationals will not be permitted to travel to India under SAARC Visa Exemption Scheme (SVES) visas, past SVES visas to Pakistani nationals are deemed cancelled, and those in India under SVES visas have 48 hours to leave; (iv) the Defence/Military, Naval and Air Advisors in the Pakistani High Commission in New Delhi are declared persona non grata with a week to leave, India will withdraw its own advisors from Islamabad, these posts are deemed annulled, and five support staff of the Service Advisors will be withdrawn from both High Commissions; (v) the overall strength of the High Commissions will be brought down to 30 from the present 55 by 01 May 2025. The CCS directed all forces to maintain high vigil.
