CAQM revises GRAP, moves measures to earlier stages for Delhi–NCR
The Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) revised the Graded Response Action Plan (GRAP) for the entire NCR on 21 November 2025, moving several measures to earlier stages to make it more stringent.
Summary
Under the revised GRAP, measures such as uninterrupted power supply to discourage DG sets, traffic synchronisation and augmented CNG/electric bus and metro services move from Stage II to Stage I ('Poor', Delhi AQI 201–300). Staggered timings for public offices move from Stage III to Stage II ('Very Poor', AQI 301–400). The decision on allowing public, municipal and private offices to work at 50% strength with the rest working from home moves from Stage IV to Stage III ('Severe', AQI 401–450).
