The GRAP Stage IV measures, applied on top of Stages I–III, ban construction and demolition even on linear public projects such as highways and flyovers and require hybrid classes for Classes VI to IX and XI in Delhi, Gurugram, Faridabad, Ghaziabad and Gautam Buddha Nagar. CAQM attributed the spike to low wind speed and poor dispersal of pollutants.
