CAQM invokes GRAP Stage-III across NCR as Delhi's AQI hits 425

The Commission for Air Quality Management (CAQM) invoked all actions under Stage-III ('Severe') of the Graded Response Action Plan (GRAP) across the entire NCR with immediate effect on 11 November 2025, after Delhi's average AQI reached 425 at 9 am.

Summary

CAQM's GRAP sub-committee said Delhi's air quality had worsened sharply because of calm winds, a stable atmosphere and unfavourable weather. Stage-III applies when Delhi's AQI is in the 401–450 range and adds a 9-point action plan to the Stage I and II measures already in force, including strict curbs on dust-raising construction and demolition activities such as earthwork, piling and demolition. Pollution control boards of NCR states and the DPCC were told to enforce it strictly.
