On 27 November 2024, the 19th meeting of the Commission for Air Quality Management in National Capital Region and Adjoining Areas (CAQM), chaired by Rajesh Verma, reviewed action under the Graded Response Action Plan (GRAP), particularly since Stage III was invoked on 15 November 2024 and Stage IV on 18 November 2024. To curb dust from construction and demolition (C&D) activities, the Commission delegated its powers under Section 14 of the CAQM Act to the Member Secretaries of the Pollution Control Boards of Uttar Pradesh, Haryana and Rajasthan and the Member Secretary of the Delhi Pollution Control Committee. It directed them to close sites and levy environmental compensation in cases of gross violation. The Commission also reviewed stubble-burning enforcement in Punjab and Haryana between 15 September and 26 November 2024.
