The Union Cabinet on 19 March 2025 approved a ₹1,500 crore incentive scheme for 2024-25 that pays banks 0.15% on UPI person-to-merchant transactions of up to ₹2,000 for small merchants.

The Union Cabinet on 19 March 2025 approved the 'Incentive Scheme for promotion of low-value BHIM-UPI transactions Person to Merchant (P2M)' for 2024-25 (1 April 2024 to 31 March 2025) at an estimated outlay of ₹1,500 crore. Only UPI P2M transactions of up to ₹2,000 for small merchants are covered, at an incentive of 0.15% of transaction value; all UPI P2M transactions remain at zero MDR. For each quarter, 80% of the admitted claim is paid to acquiring banks without conditions; 10% depends on the bank's technical decline being below 0.75% and the other 10% on system uptime above 99.5%. The scheme targets a total of 20,000 crore transactions in 2024-25 and wider UPI use in tier 3 to 6 cities through products such as UPI 123PAY and UPI Lite.
