Cabinet approves Rameshwar–Paradeep coastal highway in Odisha at ₹8,300.79 crore on Hybrid Annuity Mode

On 3 June 2026, the CCEA approved a new coastal highway from Rameshwar to Paradeep in Odisha in two packages on Hybrid Annuity Mode at a capital cost of ₹8,300.79 crore.

Summary

The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, approved on 3 June 2026 the construction of a new coastal highway from Rameshwar to Paradeep in Odisha on the Hybrid Annuity Model (HAM), in two packages with a combined capital cost of ₹8,300.79 crore. The corridor passes through Khurda, Puri, Kendrapada and Jagatsinghpur districts: Package-1 from Rameshwar to Konark will be 4-lane, and Package-2 from Konark to Paradeep will be 2-lane with paved shoulders, with a design speed of 100 km/h. The project follows PM GatiShakti principles, will connect 9 economic nodes and 5 logistic nodes, and is expected to cut travel time between Rameshwar and Paradeep by about 2 hours 30 minutes.
