Cabinet approves CoalSETU window for auction of coal linkages for any industrial use and export

The Cabinet Committee on Economic Affairs approved on 12 December 2025 the CoalSETU policy, creating a new window in the Non-Regulated Sector linkage auction policy so that coal linkages can be auctioned for any industrial use and export.

Summary

The Cabinet Committee on Economic Affairs approved on 12 December 2025 the Policy for Auction of Coal Linkage for Seamless, Efficient & Transparent Utilisation (CoalSETU). CoalSETU adds a new window to the Non-Regulated Sector (NRS) Linkage Auction Policy of 2016, so that any domestic buyer can bid for long-term coal linkages for any industrial use or export, without end-use restrictions. Coking coal will not be offered and traders cannot take part. Linkage holders may export up to 50% of their linkage quantity, but may not resell the coal within India.
