BEL and Safran sign JV agreement to make HAMMER precision-guided weapon in India

Bharat Electronics Limited (BEL) and Safran Electronics & Defence (SED), France, signed a Joint Venture Cooperation Agreement in New Delhi on 24 November 2025 to produce the HAMMER smart precision-guided air-to-ground weapon in India.

Summary

HAMMER stands for Highly Agile Modular Munition Extended Range. The joint venture company will be a private limited company with 50:50 shareholding and will localise manufacture, supply and maintenance of HAMMER for the Indian Air Force and Indian Navy. Indigenisation will rise progressively up to 60%. HAMMER is adaptable to platforms including the Rafale and LCA Tejas. The agreement formalises an MoU signed on 11 February 2025 during Aero India.
