Atmanirbhar Panchayat Programme, SAMARTH Portal and Model OSR Rules launched
Union Panchayati Raj Minister Rajiv Ranjan Singh (Lalan Singh) on 27 July 2026 launched the Atmanirbhar Panchayat Programme and the SAMARTH Panchayat Portal and released the Model Own Source of Revenue (OSR) Rules for Panchayats.

At Krishi Bhawan, New Delhi, Rajiv Ranjan Singh launched three initiatives to make Panchayats financially self-reliant: the Atmanirbhar Panchayat Programme, to turn local assets into sustainable revenue-generating projects; the SAMARTH Panchayat Portal, to improve efficiency in Panchayat revenue collection; and the Model OSR (Own Source of Revenue) Rules, a guiding framework for States to strengthen Panchayat revenues. He said self-reliant Panchayats are key to Viksit Bharat @2047. The Minister was also presented the trophy for the Gold Award won by the Ministry of Panchayati Raj under the National Awards for e-Governance (NAeG) 2026 for the Panchayat Advancement Index (PAI). MoS Prof. S.P. Singh Baghel and Secretary Vivek Bharadwaj were present.
