The Census will be held in two phases: the Houselisting Operation (HLO), covering housing conditions, assets and amenities, followed by Population Enumeration (PE), covering demographic, socio-economic and cultural details of every person; caste enumeration will also be done. About 34 lakh enumerators and supervisors and around 1.3 lakh Census functionaries will be deployed. The Census, the 16th since the beginning and the 8th after independence, will be conducted digitally through mobile applications, with a self-enumeration option.
