The delegation, comprising Members of Parliament and a senior diplomat, was to carry India's message of zero tolerance for terrorism in all its forms and manifestations. In Bogotá it was to interact with members of Colombia's Congress, ministers and interlocutors in think tanks and media. Members included MPs Sarfraz Ahmad, Ganti Harish Madhur, Shashank Mani Tripathi, Milind Deora, Bhubaneswar Kalita and Tejasvi Surya, and former Ambassador to the US Taranjit Singh Sandhu.
