Prime Minister Narendra Modi participated in the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organisation (SCO) in Tianjin, China, held from 31 August to 1 September 2025. Addressing the summit on 1 September, the Prime Minister said India's SCO policy rests on three pillars: Security, Connectivity and Opportunity. The Prime Minister thanked members for their solidarity after the Pahalgam terror attack, said there should be no double standards on terrorism, voiced support for the Chabahar port and the International North-South Transport Corridor, and proposed a Civilizational Dialogue Forum within the SCO. Member states adopted the Tianjin Declaration, which strongly condemned the 22 April 2025 Pahalgam attack as well as the attacks on the Jaffer Express and in Khuzdar in Pakistan, and said perpetrators, organisers and sponsors must be brought to justice. Kyrgyzstan took over the next SCO presidency.
